1. Ministerie van Binnenlandse Zaken / (BrE) Ministry of Home Affairs / (AmE) Department of the Interior
De bevoegdheden van het Britse Home Office zijn anders dan van het Nederlandse Ministerie van Binnenlandse Zaken. In 2007 is er uit een onderafdeling van dit ministerie, the Department for Constitutional Affairs, een afzonderlijk Ministry of Justice gevormd.

Het Amerikaanse Department of the Interior heeft veel beperktere bevoegdheden op het gebied van binnenlandse aangelegenheden dan het Nederlandse Ministerie van Binnenlandse Zaken en het Britse Department of Home Affairs. De bevoegdheden beperken zich voornamelijk tot gebieden die onder direct federaal gezag staan (dus niet onder het gezag van de afzonderlijke staten), zoals natuurparken, reservaten, natuurbescherming, Indianenzaken, etc. Het betreft ongeveer een vijfde van het totale grondgebied van de VS, warvan het grootste deel in het westen van de VS is gelegen. Vandaar dat de minister van dit ministerie, die een plaats heeft in het kabinet, veelal uit het westen van de VS afkomstig is.

Voorbeeld (AmE) Department of the Interior:
His name was Revere. Wendell Revere, some sort of undersecretary of the Department of the Interior (…). I found out that the Department of the Interior administers American Samoa, and the Secretary appoints the Governor. (John D. McDonald, The Turquoise Lament, chapter 16)

In de VS zijn  veel van de bevoegdheden waarover de Nederlandse Minister van Binnenlandse Zaken en de Britse Minister of Home Affairs gedelegeerd naar de afzonderlijke staten, waar de functie van ‘minister van Binnenlandse Zaken’ wordt bekleed door de Secretary of State (in sommige staten: Lieutenant Governor, zie note 3 hieronder). (Vergelijk ook de manier waarop in Canada de functie van de Minister van Onderwijs is gedecentraliseerd naar het niveau van de Provinces.) Verder komen nationale (federale) binnenlandse bevoegdheden op het gebied van  nationale veiligheid en immigratiezaken toe aan de (AmE) Secretary of Homeland Security

(BrE) Home Secretary (= Minister van Binnenlandse Zaken ≠ (AusE) Home Secretary (= Secretaris-Generaal van het Ministerie: i.e. the Permanent Secretary, or the senior civil servant, at the Home Ministry of that country, as in India).
N.B.  (BrE) Secretary for Defence / etc. = (AmE) Secretary of Defense / etc.

Vertaaltips en dilemma’s:
(AmE) Department of the Interior / (AmE) Secretary of the Interior kan niet klakkeloos met “Ministerie/Minister  van Binnenlandse Zaken” worden vertaald. In de Amerikaanse situatie, en in de context van het verhaal, kan (AmE) Department of the Interior soms beter vertaald kunnen worden met bijvoorbeeld “Ministerie van Reservaten en Nationale Parken”. Of onvertaald worden gelaten.
Voorbeelden van mogelijke misverstanden als gevolg van vertalingen van (AmE) Department of the Interior:

– In de vertaling (door Ko Kooman) van de roman The Plot Against America van Philip Roth worden Department of the Interior / Secretary of the Interior (Ford) eveneens vertaald met  ‘Ministerie van Binnenlandse Zaken’ / ‘Minister van Binnenlandse Zaken’.

2. minister / staatssecretaris / secretaris-generaal (op een ministerie)
(BrE) Secretary of State = Minister (van nationale regering)

De Britse regering kent 3 ministeriële niveaus:
1. (BrE) Secretary of State (bijv. Secretary of State for Foreign Affairs – Foreign Secretary; Secretary of State for Defence = Defence Secretary
2. (BrE) Minister of State = een lagere regeringsfunctie; zit niet in het Kabinet; vergelijkbaar met de staatssecretaris in Nederland.
3. (BrE) Under-Secretary of State = de laagste ministeriële functie; formeel luidt de titel: “Parliamentary Under-Secretary of State”

Voorbeelden (BrE) Minister (wikipedia, 2013):
– “The Minister of State for the Armed Forces is a middle-ranking ministerial position, subordinate only to the Secretary of State for Defence“.
– “The Minister for the Arts is a ministerial post, usually a low to middle-ranking minister to the much more senior Secretary of State, who runs the entire department and is ultimately responsible for the department’s brief.”
– “David Cameron appointed Ed Vaizey to the position of Minister for Culture, Communications and Creative Industries at parliamentary Under-Secretary of State level.”
– “Financial Secretary to the Treasury is a junior Ministerial post in the British Treasury. (…) it is almost never a Cabinet office.”
– “The Minister of State for Foreign Affairs is a junior ministerial position in the British government.”

De Britse (aanspreek)titel “Minister” wordt voor alle ministeriële niveaus gebruikt. Met de term “senior ministers” worden ministers op kabinetsniveau bedoeld.

He was flanked by Priti Patel, home secretary (..)At the Downing Street end of the room sat some of the lowlier ministers, such as the new Northern Ireland secretary, and Amanda Milling, minister without portfolio (…). Toelichting:
(BrE) Secretary of State = “a senior Minister”
(BrE) Minister of State = “a junior Minister”, en wordt doorgaans als “minister” aangesproken

De Britse functie van Minister of State is pas in de loop van de 20e eeuw ontstaan; daarvóór waren er slechts twee ministeriële niveaus:
Secretary of State en Under-Secretary of State.

(BrE) “Under-Secretary” is een politieke functie (aangesteld door de Prime Minister) en is daarom ook een “junior Minister”; maar met een lager salaris dan een Minister en een “laag politiek profiel”. Hij/zij vervult een verbindingsfunctie tussen de parlementaire fractie van de regeringspartij(en) en het Ministerie.

(BrE) Permanent Under-Secretary of State = vergelijkbaar met (Ned) secretaris-generaal, de hoogste ambtelijke (niet-politieke) functie
binnen een ministerie.

De Amerikaans regering (Administration) kent 4 ministeriele niveaus:
1. (AmE) Secretary (bijv. Secretary of State = State Secretary = (Ned.) Minister van Buitenlandse Zaken; Secretary of Defense = Defense Secretary); heeft een plaats in het Kabinet, en is opgenomen in de volgorde van opvolging van de President; de hoogste in volgorde is de Secretary of State, die 4e in de lijn van opvolging is, na de Vice-President, de Speaker of the House, en de “President pro tempore of the Senate”.
2. (AmE) Deputy Secretary;
3. (AmE) Undersecretary
4. (AmE) Assistant Secretary

In de VS zijn de volgende ministers lid van het Kabinet:
1. Secretary of Agriculture

Toelichting:
(AmE) Secretary = (Ned) Minister

De functie van (AmE) Deputy Secretary komt het meest overeen met (Ned) staatssecretaris.
(AmE) Undersecretary = “a career government official , as opposed to a political appointee” (sinds 1972);
(AmE) Undersecretary is daarom enigszins vergelijkbaar met (Ned) secretaris-generaal en (BrE) Permanent Under-secretary of State,alhoewel er in de VS binnen één Ministerie (“Department”) meerdere Undersecretaries zijn; het Amerikaanse State Department (Ministerie van Buitenlandse Zaken) telt in 2013 maar liefst 6 Undersecretaries.

Note:
Before 1972, (AmE) “Undersecretary” (also spelled “Under Secretary”) signified the senior deputy to a cabinet Secretary, especially of State and Treasury. The Under Secretary would typically be a political appointee. The office of Under Secretary of State was replaced by the Deputy Secretary of State and the office of Under Secretary of the Treasury was replaced by the Deputy Secretary of the Treasury. In de VS is de aanspreektitel “Minister” niet gangbaar, zoals dat wel het geval is in een “Westminster-model government” waarin het staatshoofd geen deel uitmaakt van het kabinet. Een Brits (en Nederlands) kabinetslid bestuurt het land als “minister” van de Koning of Koningin.

(CanE) Minister = Minister (op Kabinetsniveau); het Canadese Kabinet telt relatief veel ministers
(CanE) Foreign Minister = Minister van Buitenlandse Zaken.

(BrE/AmE) Department = Ministerie
(BrE) Ministry is een oude benaming; voorheen kwam ook de naam (BrE) Board voor.
Voorbeeld:
Het Britse Ministerie van Landbouw heette in de 19e eeuw “Board of Agriculture””
Vanaf 1919 heette het “Ministry of Agriculture, Fisheries and Food”
Vanaf 2002 werd het “Department for the Environment, Food, and Rural Affairs”.
Het laatste Britse ministerie dat de naam “Board voerde was de Board of Trade voor het Ministerie van Economische Zaken, tot 1972.

Vertaaltips en dilemma’s / wonderlijke vertalingen:
De beste vertaling voor “staatssecretaris” is “deputy minister” (o.a. gebruikt in The Financial Times) of “junior minister” (gebruikt in de UK)
.  (Gebruik hoofdletters wanneer het als titel voor de naam staat). De termen “deputy minister” of junior minister zijn goed van toepassing omdat ze goed binnen de staatsinrichting van een constitutionele monarchie passen, vergelijkbaar met het “Westminster-model”.

Undersecretary of (BrE) Under-Secretary is ook een acceptabele vertaling, maar  minder toepasselijk omdat het in het Verenigd Koninkrijk een lagere rang vertegenwoordigt (3e-rang), en bovendien omdat het in AmE sinds 1972 carrièrepolitici betreft.

Echt fout zijn de vertalingen “State Secretary” of “Secretary of State”, die ten onrechte in belangrijke Nederlandse woordenboeken worden vermeld, en daardoor ook abusievelijk in de correspondentie van Nederlandse Ministeries zijn overgenomen. In Brits-Engels sprekende landen is het de hoogste ministeriële rang, en in Amerikaans-Engels sprekende landen is het, op federaal niveau, de Minister van Buitenlandse Zaken.

N.B. Zowel de Amerikaanse New York Times als de Britse Financial Times hanteren de termen ‘finance minister’,’ justice minister’, ‘energy minister’ etc. (zonder hoofdletters) in de Nederlandse betekenis van ‘minister’ (kabinetslid), ongeacht het land waar deze vandaan komt, d.w.z. ongeacht of hij/zij uit een monarchie of republiek afkomstig is. Voor alle deelnemers aan een bijeenkomst van EU-ministers van financiën (‘finance ministers’, ‘Germany’s finance minister Wolfgang Schäuble’) , voor de Braziliaanse minister van jusitie (‘justice minister’), etc. (zie o.a. Financial Times en de New York Times van 16 juli 2015).

In het geval van de Amerikaanse minister van buitenlandse zaken wordt hiervan afgeweken: (AmE) ’the foreign secretary’, ‘Secretary of State Kerry. Of, in het geval van een Amerikaanse staatssecretaris van buitenlandse zaken: Deputy Secretary of State Antony J. Blinken. Soms wordt dit in Amerikaanse media (zoals CNN) ook gedaan in het geval van andere minsiters van buitenlandse zaken zoals ’the British foreign secretary’, en in bijv. The New York Times wordt in dit geval afwisselend gesproken wordt van bijv. (AmE) ‘Russian foreign minister Lavrov‘, Philip Hammond, the British foreign secretary, ‘UK Foreign Secretary Philip Hammond’, die voorheen de functie van voorheen ‘Defence Secretary’bekleedde: ‘Defence Secretary Hammond’


3. (AmE) Secretary of State / Department of State
In de VS is de Secretary of State de Minister van Buitenlandse Zaken. Deze wordt ook wel State Secretary genoemd.
De (AmE) Secretary of State is van oudsher, na de President, de Minister in de federale regering (administration) met de hoogste rang, en op staatsniveau is het, na de gouverneur, de belangrijkste bestuurder. H. W. Horwil gaf in Dictionary of American Usage (2e ed. repr. 1946) de volgende toelichting: “In America the Premier is the person who ranks first among members of the Cabinet; i.e. the Secretary of State, whose principal functions are those of a Foreign Minister.” (p. xv) “The Department of State has always been the most important of the executive departments of the U.S. government. Its chief, called sometimes though loosely ’the American premier’, is first among the cabinet officers.” (p. 241)

De naam van het Department of State (= State Department) kan verklaard worden uit het feit dat het in 1789, als eerste federale ministerie, ook met allerlei binnenlandse functies was belast (beheer van de Munt, nationale census, etc.). De meeste binnenlandse verantwoordelijkheden werden na verloop van tijd aan nieuwe ministeries overgedragen. Nog steeds heeft het minsterie enkele symbolische binnenlandse verantwoordelijkheden. Het minsiterie beheert “the Great Seal”, en de Secretary of State moet ook nog steeds een officieel ontslagdocument ontvangen wanneer de President of Vice-President zijn/haar functie wil neerleggen.

Daarnaast kent ook elke afzonderlijke staat een Secretary of State die de leiding heeft over het Department of State (in een aantal staten aangeduid met Office of the Secretary of State) dat verantwoordelijk is voor bijvoorbeeld het houden van verkiezingen, en waar zowel burgers als bedrijven informatie kunnen inwinnen (o.a. rijbewijzen, legalisaties, apostillestempels, registratie van namen). De functie combineert taken die in Nederland bij bijvoorbeeld het Ministerie van Binnenlandse Zaken, de Burgerlijke Stand (Gemeentelijke Afdeling Burgerzaken) en de Kamers van Koophandel zijn ondergebracht. In het woordenboek van Van Dale wordt de functie vertaald met “referendaris, administrateur”. Dit geeft het belang en omvang van deze overheidsinstantie niet goed weer. Een klein aantal staten (Alaska, Utah, Hawaii, en ook Dependencies zoals Guam, de Virgin Islands en Puerto Rico) heeft een Lieutenant Governor of, in het geval van Puerto Rico, een Secretario de Estado.
En in drie staten is het de Secretary of the Commonwealth (Virginia, Massachussets, en Pennsylvania).
N.B.
Officieren van justitie heten in Virginia “Commonwealth Attorney” (i.p.v. District Attorney of State Attorney). Maar Virginia wordt soms ook officieel als State aangeduid, o.a bijvoeglijk in “Virginia State Corporation Commission” en “Virginia State Police”).
Hoewel Kentucky niet tot de oorspronkelijke 13 staten behoort (het scheidde zich in 1892 als staat af van Virginia nadat het in 1776 al een county van Virginia was geworden), noemt het zichzelf toch officieel de Commonwealth of Kentucky. Maar desondanks heeft Kentucky een Secretary of State, in plaats van een Secretary of the Commonwealth.

Voorbeeld (AmE) Department of State (at state level) = (o.a.) Afdeling Burgerzaken:

3b. Commonwealth
(AmE) Commonwealth:
Behalve Kentucky worden ook andere Amerikaanse staten regelmatig met de term Commonwealth aangeduid (hoewel niet in de grondwet of in de namen van officiële functies). Dit geldt voor zowel de oorspronkelijke 13 staten als latere staten. De staat Connecticut wordt in King’s Handbook of the United States (1892) aangeduidt met “the little Commonwealth of Connecticut”en vermeldt dat “the Connecticut charter, adopted in 1839, was the earliest complete code of civil order written in America, and embodied for the first time the free represenattive plan which is still paramount in the States and the Republic. By its provisions, the people stood independent, and the supreme power was the Commonwealth. The colony received from King Charles II, in 1662, a liberal charter, giving it practuical self-government.”
De Amerikaanse aanduiding Commonwealth had vóór de onafhankelijkheid in 1783 een speciale betekenis omdat het benadrukte dat het volk de hoogste macht heeft, en niet de Britse koning van wie ze hun Royal Charter hadden gekregen; sinds de onafhankelijkheid heeft het geen praktische betekenis meer.
In Modern American Usage (1935) schreef H.W. Horwill: “In [AmE] the term is applied to any of the several States individually, not to the whole country as a federal unit. Officially its use is restricted to the States of Massachussetts, Pennsylvania, Virginia, and Kentucky.

(BrE) Commonwealth (of Nations) = het (Britse) Gemenebest
Een groep samenwerkende landen (in totaal 53 in okt. 2013) die voorheen deel uitmaakten van het Britse Rijk, en nog steeds Engelstalig zijn. Er zijn daarnaast ook twee landen toegetreden die nooit tot de Britse kloniën hebben behoord, en ook niet Engelstalig zijn: n.l. Ruanda (2009) en Mozambique (1995). Slechts een beperkt aantal staten (het aantal was 16 in okt. 2013) erkent de Britse vorst als het formele staatshoofd (“head of state”) en zijn dus formeel monarchieen. Een andere groep staten heeft een eigen monarch (5), en zijn dus onafhankelijke monarchieën. Daarnaast heeft een grote groep een eigen president, en zijn dus republieken (32). Zie wikipedia link.

(AmE) federal holidays: de dagen waarop alle federal workers (centrale overheidsambtenaren) vrij zijn = national holidays + Martin Luther King Jr’s Day + President’s Day
(AmE) legal holiday: landelijke vrije dagen (federal holidays) + eventueel per staat te bepalen extra vrije dag(en)

Opmerking:
De specifiek Amerikaanse nationale feestdagen (1) Memorial Day (laatste maandag in mei) , (2) Labor Day (eerste maandag van september), en (3) Columbus Day (1e maandag van oktober) worden vaak gebruikt om het begin of het eind van het toeristisch zomerseizoen aan te duiden, bijvoorbeeld in de vermelding van openingstijden van musea, parken, reservaten, campings, etc. 
Ze vallen altijd op een maandag, en hebben daarmee dezelfde functie als de (BrE) bank holidays.

Voorbeelden (AmE) Memorial Day, / Labor Day / Columbus Day:

De Australische en Nieuw-Zeelandse militaire rangen volgen de Britse terminologie. Voor de Canadese rangen geldt dit met name wat betreft de marine, en de lagere luchtmacht- en legerrangen. Canadese leger- en luchtmachtofficiersrangen volgen, een enkele uitzondering daargelaten, de Amerikaanse terminologie. In NAVO-verband is er een lijst opgesteld waarin de verschillende rangen aan de hand van een aantal codes worden gerangschikt. Het betreffende document heet STANAG 2116 (link).

In het BBC actualiteitenprogramma Newsnight (17 okt. 2010) trad er enige spraakverwarring op toen interviewer Jeremy Paxman het onderwerp “racial profiling” in Groot-Brittannië besprak met de Amerikaanse Dominee Jesse Jackson. Paxman stelde dat zwarte burgers meer dan gemiddeld door de politie worden vereenzelvigd met criminaliteit en dat “Asians” speciaal in de gaten worden gehouden als het om terrorisme gaat. Dat Paxman daarbij met name doelde op Pakistaanse burgers (waaronder zich een groep militante islamisten bevindt) ging aan Jesse Jackson voorbij, blijkens zijn reactie. Jackson stelde dat racial profiling, tenzij “intelligence driven”, nimmer een excuus kan zijn om Mevrouw Wong of meneer Deng vaker aan “stop and search” bloot te stellen dan andere Britse burgers. De Amerikaan Jackson bleek de term Asian eerder te associëren met Chinees dan met Pakistaans.

Alleen van toepassing als een plaats stadrechten heeft. Het hebben van een kathedraal, zoals Horwill in Modern American Usage stelde, is niet doorslaggevend. Chelmsford had in de 20e eeuw een kathedraal maar werd pas in 2012 een ‘city’ (zie:wikipedia link).

(CanE) town / city:
“It should be noted that the term ’town’ is not used generally for any and every kind of urban centre as in England but restricted to very small towns of under 15,000 or 10,000 people, the number varying according to the province.
Larger centres are called cities, so that in Canada there is no convenient way of distinguishing between a city of a million and a newly fledged city of 10,000; nevertheless the application of the term town to the latter would be resented by its inhabitants. In Ontario the population required before the stauts of city can be granted is 10,000, in Quebec 6,000, in Alberta 5,000, in Manitoba 10,000, and so forth.”

(AmE) town / city:
In de VS wordt het woord ‘city’ ook gebruikt voor plaatsen die in Nederland een dorp zouden worden genoemd (met een eigen bestuur, school(tje), postkantoor(tje), etc.), of ‘village’ in Groot-Brittannië.
Charles Dickens merkte in American Notes (1842) op: “Occasionally we stop for a few minutes, maybe to take in wood, maybe for passengers, at some small town or village (I ought to say city, every place is a city here).” (hoofdstuk 11).
H.W. Horwill in Dictionary of Modern American Usage (1935, 1946) gaf de volgende definitie van een (AmE) city aan de hand van “the statistical publications of the U.S. government: “a city is defined as an aggregation of 8,000 persons living in one territorial unit and under one local govenment.”

De Amerkaans-Engelse definitie van city verschilt per staat.
In de noord-oostelijke staten van New England (Massachussetts, Hampshire, etc.) bepaalt de bestuursvorm of een plaats zich ‘city’ of ’town’ mag noemen.
Er zijn ook staten waarin elke plaats met een eigen lokaal bestuur (incorporated) als ‘city’ worden aangeduid. Ze hebben daarmee in het algemeen ook een eigen school en postkantoor, hoe klein ook. In dat geval hangt het af van de context wanneer er van ’town’ of ‘city’ wordt gesproken. Dit is bijvoorbeeld het geval in Oregon, Kansas, Kentucky, North Dakota, Minnesota en Iowa.
Andere staten stellen een minimum inwonersaantal (volgens de 10-jaarlijkse census) als limiet voor de aanduiding ‘city’. Voorbeelden daarvan zijn Illinois (2500), Ohio (5000), Nebraska (800).
En zo zijn er nog tal van andere Amerikaanse staten die afwijkende definities hanteren voor ‘city’ en ’town’.
Het kan daardoor voorkomen dat er plaatsen in de VS zijn met relatief weinig inwoners die zichzelf ‘city’ (mogen) noemen, en met relatief veel inwoners die zich ’town’ noemen. Bijvoorbeeld Hempstead in de staat New York, Cary in North Carolina, Blacksburg in Virginia. Voor meer voorbeelden, zie ook wikipedia (link).

 

Prineville (in Crook County, Oregon) had t.t.v. deze foto (2011) ruim 9000 inwoners.

(AmE) city kan voor grote en kleine plaatsen gebruikt die een eigen bestuur hebben, met meestal een school en postkantoor. Op alle plaatsnaambordjes in staten als Californië en Oregon (bijv. van Sandy), maar ook van dunbevolkte staten als Wyoming (Prairie City telt ca. 1100 inwoners), etc. staat ‘city limit’ vermeld, en de gemeentehuizen worden steevast als ‘city hall’ aangeduid.

(AmE) town
De definitie verschilt in de VS van staat tot staat. Een (AmE) town is meestal kleiner dan een ‘city’ volgens bovengenoemde definities. Er zijn ook staten waar de term niet wordt gebruikt. Zie wikipedia (link):
The characteristic that distinguishes a town from another type of populated place – a city, borough, village, or township, for example – can differ from state to state. In some states, a town is an incorporated municipality; that is, one with a charter received from the state, similar to a city (see incorporated town), while in others, a town is unincorporated. In some instances, the term “town” refers to a small incorporated municipality of less than 10,000 people, while in others a town can be significantly larger. Some states do not use the term “town” at all, while in others the term has no official meaning and is used informally to refer to a populated place, of any size, whether incorporated or unincorporated.”

Voorbeeld van synoniem gebruik van (AmE) city en (AmE) town:
Peru, a small city of about 9000. I put the car in a small gas station in town to fill it (…). (John D. MacDonald, One Fearful Yellow Eye, chapter 11)

(AmE) township = municipality (gemeente) = (BrE, formerly) ± parish*

In de staat Ohio is township de algemene term op plaatsnaambordjes, als synoniem voor city , corporation (i.e. an incorporated community) Bijvoorbeeld: township of Jackson, Ohio:

In eerdere edities van de OALD (t/m 4e ed. 1989) werd ook de extra omschrijving gegeven: district of six miles square (volgens het begin 19e eeuw ingevoerde systeem van landmeting in de nieuwe Amerikaanse staten (zie bijv. J.H. Colton’s Western Tourist and Emigrant’s Guide1844, over de nieuwe staten Ohio, Michigan, Indiana, and Missouri).
In een oude reisgids zoals Baedeker’s United States van 1893 is het begrip ’town’ synoniem met ’township’ of ‘parish’  (Glossary, p. xxx).
(CanE) township = idem, behalve in Quebec: daar wordt de term ‘parish’ i.p.v. township gebruikt.
(AusE) township = site laid out for a town
(SAfrE) township = area, suburb for houses, etc. of non-Europeans

(AmE) village = (1)  meestal met betrekking tot een dorp in het “oude land”: a European or African village; (2)
soms ook gebruikt voor de oude pitoreske dorpjes in het noord-oosten, zuiden of westen (Californië)  van de VS; (3)  wordt ook in specifieke uitdrukkingen gebruikt zoals “retirement village” , “shopping village”

In Travels with Charley (1962) van John Steinbeck heeft het woord “village” zowel een geografische (vnl. in het oosten van de VS), historische (nostalgische), en kwantitatieve (klein) bijbetekenis:
My route went north in Vermont and then east in New Hampshire (…) The villages are the prettiest, I guess in the whole nation (…) and not counting the motels and tourist courts unchanged for a hundred years except for traffic and paved streets. (…) I didn’t give the lovely villagesthe attention they deserved. (…) Our treasured and nostalgic picture of the village general store (…). The new American finds his challenge and love in traffic-choked streets (…) while the townlets wither a time and die. (…). Since I hadn’t seen the Middle West for a long time, many impressions crowded in on me as I drove through Ohio and Michigan and Illinois. (…) Villages had become towns and towns had grown to cities.”

In Greenwich Village, kortweg The Village (deel van Manhattan, New York) heeft het woord village ook connotaties met een ‘klassiek’, ‘gezellig’ dorp met een plein in het midden, smalle straatjes, etc.

Voorbeelden van (AmE) village voor bijv. een Indianendorp, een woonwagenkamp (trailer park), retirement village, shopping village, etc.

In Grisham’s roman Sycamore Row (2013) komt de term ‘village‘ ook nog in de traditionele betekenis voor:
Palmyra in those days was nothing but a farming village, but on Saturdays it was packed. The stores and sidewalks were crowded.” (Sycamore Row, chapter 46).

De Amerikaanse voorkeur voor het woord “town” i.p.v. “village” voor woonplaatsen met  verspreid liggende huizen kan verklaard worden uit het feit dat van oudsher ook in Engeland het woord “village”  niet werd gebruikt voor een plaats waar de huizen verpreid gelegen waren. Dit blijkt bijvoorbeeld uit een vroege beschrijving van de Engelse kustplaats Blackpool:
Although fifty houses grace the sea bank, it does not merit the name of a village, because they are scattered to the extent of a mile.” (Uit: A Guide to All the Watering and Sea-Bathing Places, 1803, p.123)

Oude Amerikaanse dorpjes die in het Amerikaans Engels met ‘village’ kunnen worden aangeduid, worden in de volksmond ook wel ’town’ genoemd:
[H]e’d rented a car and driven an hour and a half northeast of Boston to the end of Cape Ann and the tiny fishing village of Gloucester. (…) The village was a collection of small, weather-beaten clapboard homes and churches centred around a south-facing harbor (…) . ‘The people in town will say I’m just an old gossip.’” (Stephen Frey, The Insider, 1999, chapter 18)
“The three of them had been driven to the small town of Milton, New York, on the banks of the Hudson.” (Stephen Frey, The Insider, 1999, chapter 18)
– “The tiny shrimping town of Lafitte [near New Orleans] (…) It hadn’t been difficult to find Lafitte. In fact several FBI agents had already made it to town before he arrived.” (Stephen Frey, The Insider, 1999, chapter 27)
– Two church steeples rose through the trees, then the town came into view, a picturesque little village hugging a creek and surrounded by mountains. They flew over the town and followed the creek. (John Grisham, Gray Mountain, ch. 13)
I saw a herd of riders beginning to streak after me from the town. That was what I wanted. I mean, I wanted attention to start that way from the village. (Max Brand, The Long Chance, chapter 10)

Uit de context blijkt in alle gevallen duidelijk dat hier een ‘dorp/dorpje’ wordt bedoeld en geen ‘stad”.

Samengevat: een Amerikaanse ‘village’ kan nagenoeg altijd met ‘town’ worden aangeduid, maar omgekeerd is dat niet het geval.

Misverstand als gevolg van het specifieke gebruik van (AmE) village:
Uit het volgende voorbeeld blijkt dat een Amerikaanse dame (het hoofdpersonage Leslie in de roman ‘Giant’ van Edna Ferber), die is opgegroeid in de staat Virginia, aan de Amerikaanse Oostkust, meer geneigd is om het woord ‘village’ te gebruiken in de betekenis van ‘dorpje’ / ‘plaatsje’ dan een inwoner van de nieuwere staat Texas, in het westen:
– “How far is it to the village?”
– “Village?”
 “Yes. The town. (…) How far is it to the town?” (Edna Ferber, Giant, chapter 10)

The BBI Combinatory Dictionary of English (3e editie, 2009) geeft de volgende Usage Note:
“In GB, many places are called ’towns’ that would be called ‘cities’ in the US.
In the US, many places are called ’towns’ or ‘small towns’ that are ‘villages’ in GB.
AE rarely uses ‘village’ for places in the US.”
Omgekeerd komt het gebruik van “small town” wel voor in Britse teksten.

(AmE) Podunk, Neasden, Purley = een afgelegen plek; (Jeremy Smith: Podunk = “an actual village in MA (and CT, MI, NY, VT) that has become figurative for some small unimportant backwater hick town.”

22. Mother’s Day* / (BrE) Mothering Sunday / Father’s Day
Mother’s Day*
Moederdag, gevierd op de 2de zondag in mei, is oorspronkelijk een Amerikaanse traditie, die later (na WO II) ook in andere landen is overgenomen, zoals Canada, Australië, Nieuw-Zeeland, Nederland, België, etc..
(BrE) Mothering Sunday:
In een aantal landen werd Mother’s Day ingebed in een al bestaande traditionele feestdag ter viering van het moederschap/vruchtbaarheid. Zo valt Moederdag in het Verenigd Koninkrijk en Ierland op de 4de zondag van de Vastenperiode (Lent), ofwel precies 3 weken vóór Paaszondag, de dag waarop Mothering Sunday al eeuwenlang werd gevierd.
De Amerikaanse gebruiken m.b.t. Mother’s Day zijn ook bij de Britten steeds meer ingeburgerd geraakt, inclusief het gebruik van de naam Mother’s Day naast Mothering Sunday. Sommige typisch Britse gebruiken, die tegenwoordig nog door weinigen in ere worden gehouden, zijn nog steeds terug te voeren op de viering van het veel oudere Mothering Sunday:
“Some traditions were revived, such as the tradition of eating cake on that day, although they now eat simnel cake instead of the cakes that were traditionally prepared at that time.” (zie Wikipedia: link)

Het feit dat  dat (BrE) Mothering Sunday en (AmE) Mother’s Day naast elkaar bestaan, en op verschillende data vallen, blijkt ook uit de volgende advertentietekst van Hallmark e-cards  op zondag 26 maart 2017:
“It’s Mothering Sunday! Here’s the perfect excuse to celebrate moms twice this year! It’s Mothering Sunday – The Mother’s Day from across the pond – and a great reason to let a wonderful mom in your life know how much she means to you.”

In dezelfde periode (half maart 2017) lagen een Ierse boekenwinkel (The Winding Stairs in Dublin) de volgende twee boeken prominent uitgestald:

Voorbeelden (AmE) nation x (AmE) state:

Vertaaltips en dilemma’s:
(AmE) state is niet eenvoudig te vertalen. Analoog aan de terminologie die met betrekking tot de Duitse bondsrepubliek (net als de VS ook een federale staat) wordt gebruikt, zou de term “deelstaat” kunnen worden overwogen. Maar die term wordt vaak met de specifieke Duitse situatie geassocieerd. Onvertaald laten is in het uiterste geval een goede oplossing.

Een andere oplossing is het gebruiken van een omschrijving  in plaats van een vertaling, desnoods  in een voetnoot. Dus bijvoorbeeld (AmE) state police = de politie van de staat ….* (* Michigan, Californië, etc.)

Onjuiste vertalingen:
– It was a cop car. Richie didn’t see what kind, either county or township; it wasn’t state, all dark blue. > Het was een politiewagen. (AmE) federal government = Congress (its members are called “lawmakers”)

Historische toelichting:
H.W. Horwill geeft in Dictionary of American Usage (1935, 1946) de volgende toelichting:
“In [BrE] what is now called the Government was once known as the Administration. (The O.E.D. gives quotations in this sense dated 1731, 1783, 1790, and 1840.) (…). The earlier practice has survived in [AmE], where the term is applied to the President and his cabinet. (…). In his Politics and Administration, Prof. F.J. Goodnow suggests that there is a reason why the English ministry is called a government and the American an administration. ‘For the one,’ he says, ’through its control of Parliament makes as well as administers laws; the other merely administers laws made by Congress. The one expresses as well as executes it. (…) Ministry is not used in [AmE] as a synonym for administration in this sense.”

Andere betekenisssen van administrator/administration:
Administratieve medewerkers, administratief personeel worden doorgaans aangeduid met: admininistrative support staff, admin staff
Het hoofd van de administratie (de afdeling waar gegevens worden vastgelegd ten behoeve van het bestuur, met name voor zover dit technische aangelegenheden betreft, en het beheer daarvan is the administrator (= “administrateur”)

Vertaaltips en dilemma’s / wonderlijke vertalingen:
(AmE) administration building = directiegebouw (in de publieke sector, van bijv. ziekenhuis-, scholen- of gevangeniscomplex)

(AmE) adminsitrator(s) = leidinggevende(n), leiding, directeur (van een uitvoerende overheidsinstantie).

In Amerikaanse contexten worden de termen administration/administrators, behalve in de betekenis van “beheerder” en andere betekenissen, ook gebruikt in de betekenis van “leidinggevenden”, “bestuurders”. De termen verwijzen naar de directie, het management, ofwel de dagelijkse leiding van (semi-)overheidsorganisaties zoals scholen, ziekenhuizen, en gevangenissen. De termen hebben daarmee een andere betekenis dan de Nederlandse termen “administratie, administrateur” (het werk waarbij gegevens worden vastgelegd ten behoeve van het bestuur, “met name voor zover dit technische aangelegenheden betreft, en het beheer daarvan” (Van Dale). Deze Amerikaanse betekenis is te verklaren op basis van dezelfde logica die ook wordt gevolgd in de aanduiding van de Amerikaanse regering (president en ministers) als “the Administration“: het betreft uitvoerders/handhavers van de wet, en in formele zin zijn ze ondergeschikt aan de lawmakers in Congress.
Nederlandse vertalingen met “administratie, administratiemedewerker(s), administrateur” zijn in dit geval niet juist.

Voorbeelden van (AmE) administrator/adminstration in deze betekenis, en de soms incorrecte vertaling ervan:
The warden is the king of this little empire, with the expected ego of one who rules by edict (…). These guys come and go and it’s impossible to understand the purpose of all the transfers. Vertaaltips en dilemma’s:
In het dagelijks spraakgebruik heeft (AmE) government vaak de betekenis van ‘ambtelijk apparaat”, “ambtenarij”,  “ambtenaren”: het is het  deel van het staats-/overheidsapparaat/ de staat/overheid (wetgevend, uitvoerend of controlerend) waarmee de burger in het dagelijkse leven direct en aan den lijve te maken heeft. Vertalingen van (AmE) government met “regering” zijn niet juist maar komen desondanks regelmatig voor, zoals blijkt uit de volgende voorbeelden:
the guy was the law but not local, some government agency with initials (…) > de man deed iets bij de rechterlijke macht, maar niet bij de plaatselijke; hij werkte voor een regeringsinstituut dat doorgaans alleen met initialen in de pers werd vermeld. (Elmore Leonard, Bandits, chapter11)

Het volgende voorbeeld laat zien dat  (AmE) platform   en (AmE) plank in de betekenis van respectievelijk  ‘partijprogramma’ en ‘programmapunt’ niet altijd bekend zijn bij Nederlandse vertalers:
